(03/26 16:43:05) Calum Traveler: the rest of the incoming folder is a separate folder system and not necessarily subject to the same rules
(03/26 16:43:47) Calum Traveler: the reason for the local limit is due to similar reasons that we're seeing SetActiveFailed bootups with KI#s tied to over crowded hoods in some way
